I know of two fixes:
1.) Put your display settings in 32 bit mode, why the heck would you put in 16 bit in the first place?
2.) When running vista make sure you have the game client set up so it runs as admin by right clicking the client (not the launcher) and going to the compatibilty tab and click the option to open as administrator, note: I think u need an administrator account to do this so ask your parents (if they set up a password and/or kid-safe windows account).
Otherwise I have no clue why it would not work, it's working for me right now!
